Two people are facing charges after an almost year long investigation into emergency calls that police say were bogus.
Calgary police had received calls indicating women were being held against their will, but when police would show up, the calls were found to be non-existent.
Investigators believe the calls were made to reveal and disrupt competition in the escort business.
Wen Zhan Li, 29, was arrested in Ontario.
Police are still looking for Rong Zhang, 37, and have issued a Canada-wide warrant for her arrest.
Both have been charged with two counts of extortion and four counts of public mischief.
